On April 15, 2005, I met with Oregon Public Utility Commissioner and Joint Board Member
Ray Baum. The purpose of this meeting was to present and discuss the white paper Universal
Service – Rural Infrastructure at Risk recently released by McLean & Brown. A copy of this
white paper, as well as a summary of the key findings of the paper that was used in this
discussion, is attached.
